Matt kelley hidING superintendent survey RESULTS!

In June 2015 the Wellesley School Committee conducted a public survey regarding the performance of Superintendent David Lussier. The results of this survey were to be used as input to his performance evaluation and for setting his performance goals for the upcoming year, but the survey results were never used for either of these purposes. Instead, the survey results were discussed only with the Superintendent and then were buried in his personnel file. Multiple public records requests for access to the survey results have been denied, emails and Citizens Speak questions regarding the survey results have gone unanswered, and to date the Committee and the School have refused to release the survey results. Mr. Matt Kelley, current Committee member and candidate for re-election on March 7, initiated this survey, collected the results, discussed the results with Mr. Lussier, and then put the results into Mr. Lussier’s personnel file, all without discussing any of it with the rest of the Committee (according to Mr. Kelley). All of the school’s responses to requests for access to the surveys only CC Mr. Kelley and none of the other members of the Committee.

It appears that Mr. Kelley is concealing information from the public and from the rest of the School Committee. This is extremely relevant considering Mr. Kelley’s candidacy for re-election. It certainly does not look good, and the public should be aware of Mr. Kelley’s behavior as they make their voting decisions on March 7.

10. 2016-11-18_AGO-Superintendent-Survey-Complaint_signed.pdf
Mr. Alexander's Open Meeting Law (OML) complaint to the Attorney General about the survey. Attachments for this complaint may be viewed in the Committee’s response in (11) below.

11. 2016-12-08_Response to Nov 18 Complaint final with Exhibits.pdf
The Committee’s response to Mr. Alexander's OML complaint. In particular, note the Affidavit on the last page where Mr. Kelley states that he unilaterally made the decision not to share the survey results with the rest of the School Committee. Also note that this response was only copied to Mr. Kelley and not to any other members of the School Committee.

12. 2016-12-09_Superintendent-Survey_SPR-Appeal_SPR-1156.pdf
Mr. Alexander's appeal to the Supervisor of Records (SPR) regarding the survey results.

13. 2016-12-20_spr161156.pdf
The Supervisor of Records' response, finding that the School had “failed to respond”, and ordering the School to provide a revised response.

14 2017-01-17_Supplemental Response 1156_Final.pdf
The School’s “Final” response to Mr. Alexander's SPR appeal, continuing to deny access to the survey results. Note the last paragraph on the first page stating that Mr. Kelley “reviewed the contents and substance of survey responses” with Mr. Lussier, despite the fact that the original survey email stated that “Only these composite ratings will be visible to the School Committee and the Superintendent.” and “No individual surveys will be reviewed.” This is an abrogation of the confidentiality of the survey as promised in the original email in (1). Mr. Lussier is the last person on earth that should have seen the survey responses, since they could have been used as the basis for retaliation and retribution against the survey respondents. The lack of respect for the privacy of the survey respondents on the part of Mr. Kelley is horrifying. Also, the fact that these survey responses were placed in Mr. Lussier's personnel file means that Mr. Lussier can get access to them and review them at any time, which is COMPLETELY inappropriate.
